Chennai Sangamam: HC issues contempt notice against officials

The Madras High Court on Monday issued a contempt notice to Tamil Nadu Tourism Secretary for including the name of an NGO, raided by CBI in connection with the 2G scam, in advertisements for a government-sponsored cultural event.

The court had on January 7 directed that no advertisement issued by the government for popularising 'Chennai Sangamam' should carry the name of NGO Tamil Maiyam, in which Chief Minister M Karunanidhi's MP daughter Kanimozhi is a director.

Kanimozhi is also the co-ordinator of the Sangamam festival, held from January 12-17, to popularise folk arts.

A bench comprising Chief Justice M Y Eqbal and justice T S Sivagnanam also ordered issue of notice to Tamil Nadu Tourism Development Corporation (TTDC) Chairman, seeking explanation why contempt proceedings should not be initiated against them for violating the court order.

The notices were issued on a contempt petition filed by city-based lawyer P Pugalenthi.

In its earlier order, the court had allowed association of Tamil Maiyam with the festival while disposing a PIL by Pugalenthi seeking to forbear the government from having any tie-up with the NGO in the wake of CBI raids on its office on December 15.

In his contempt plea, Pugalenthi submitted that contrary to the court order, all advertisements for the Chennai Sangamam carried the name of Tamil Maiyam.

When the matter came up before the bench, M Radhakrishnan, counsel for the petitioner submitted that the earlier order of the court was made on the basis of counter affidavit filed by respondents but "they have not followed the court order".

Government Pleader Rajah Kalifulla said all advertisements that carried the name of Tamil Maiyam were issued by private parties and the government "could not bind some third parties in issuing the advertisements".

The matter was posted for further hearing on February 7.
