With the crucial verdict in the Babri Masjid case to be delivered on September 24 in Allahabad, Tamil Nadu chief secretary S Malathi on Wednesday convened a high-level meeting of officials to take stock of the precautionary measures needed to prevent any untoward incident in the state.
In the meeting attended by home secretary, public secretary, director general of police, additional director general of police (L&O), city police commissioners and zonal inspectors general of police, Malathi instructed police unit heads like superintendents of police and city police commissioners to mobilize and deploy maximum force – about 90,000 constabulary personnel and 10,000 officials — to maximise visible policing. Police pickets, patrolling of sensitive areas and providing security for religious places have been accorded top priority.
DGP Letika Saran has instructed officials to cancel all holidays to be availed by policemen and officials till further orders. ADGP (L&O) K Radhakrishnan told TOI that all public places like bus stands, bus depots, markets, places of worship and busy thoroughfares would be completely under the watchful eyes of police personnel. There will be heavy deployment of force in sensitive places with a history of communal disharmony. Fifteen battalions of Tamil Nadu Special Police have been deployed across the state to provide additional strength, he said, adding that the deployment would be complete by Thursday morning. However, no preventive arrests are being made for the time being. "We will take a call on that later," said a senior police official.
All other duties like dispatching letters, serving summons and providing security to undertrials for extension of their remand would be cut down. In case of extension of remand of undertrials, magistrates will be requested to visit jails to carry out the duty. Also, regulatory orders have been promulgated under section 32 of Police
Act, which warrants prior permission of commissioners or superintendents of police to stage agitations or take out processions.
Meanwhile, district collectors, police commissioners and SPs are holding meetings with religious heads in
districts to maintain communal harmony.
The communally-sensitive Coimbatore city will also come under a security blanket. On Thursday, about 3,000 police personnel will be deployed on the streets of Coimbatore to keep strict vigil around sensitive places, including temples, mosques, airport and railway stations. Coimbatore came under a hail of bomb explosions triggered by Muslim fundamentalist outfits in February 1998 during BJP leader LK Advani's election campaign. "We will give full protection for important temples, mosques, airport, railway stations and bus stands. People need not have any security anxieties over the Babri Masjid judgment," said city police commissioner C Sylendrababu.
