Sibal for making statements undermining the Comptroller and Auditor General (CAG) report on the second-generation mobile telephony spectrum scam.
"It is unfortunate. The minister should behave with some sense of responsibility," the Supreme Court said.
The apex court also asked the CBI to probe the scam without being influenced by statements made by anyone anywhere, including the press.
Sibal had trashed the CAG report on the 2G mobile bandwidth scam calling it erronous.
