The Madras high court today issued notice to the election commission on a PIL seeking free and fair assembly polls in Tamil Nadu due in May.
A division bench, comprising Justices Elipe Dharma Rao and D Hariparanthaman also issued notice to the state chief electoral officer (CEO) and adjourned the matter to Monday.
In his petition, S Muthuraj submitted he had sent a representation to the CEC and state CEO on December 27 to install or establish adequate surveillance systems in all polling booths to ensure there is no malpractice like illicit voting, capturing of booths and wrong management of EVMs.
The authorities had neither replied nor considered it, he said.
According to Muthuraj, all polling booths should be equipped with CCTV cameras or video coverage of the entire booth activities on election day, which could be viewed live by public outside the booths to prevent malpractices.
To conduct a free and fair poll, the EC should provide an effective awareness campaign to people against 'cash for vote', he said.
