Police say the Russian tourist, when he drowned had been bathing in a dangerous area of the sea where warning sign boards are also displayed.
The deceased, identified as Alexander was staying with his wife and daughter at a hotel in Moragalla for two weeks.
The victim has drowned Saturday (17) afternoon but the Navy and police failed to recover his body until Sunday evening.
Moragalla police are continuing investigations.
